A long career at Citi can end with a separation packet. Then the questions become urgent: when does pay stop, what happens to benefits, and how much time is there to review the agreement?
For employees still at the bank, another question comes first: what does the latest news actually confirm about their team or site?
Latest update (as of October 9, 2026)
The cuts continued after the spring. The latest records and reporting:
- September 30: US operations cuts reported. eFinancialCareers placed the latest round earlier in September, with many last days that week. Sources described regulatory reporting, risk, compliance, KYC and fraud detection as likely affected teams. Citi confirmed continuing global headcount reductions, without site-level counts.
- August 6: New York notice raised to 881. The New York State DOL WARN dashboard shows Citi's notice for 388 Greenwich Street, its headquarters, now covering 881 workers.
- August: 59 more in New Jersey. A Citibank, N.A. notice on the New Jersey 2026 WARN list covers 59 job losses in Hudson County, effective October 31, 2026.
- June 30: about 219,000 staff. Citi's Q2 presentation, released July 14, shows 230,000 a year earlier and about $800 million of first-half severance expenses.
- October 13, 2026: scheduled Q3 results. Citi's October 2 announcement set results for about 8 a.m. ET and the call for 11 a.m. ET. This October 9 review predates them.
September reporting describes additional operations cuts. October 31 is a separation date already on file in New Jersey, not a company-wide schedule.
One round tells you little. Three years of them tell you a lot more.
Citi layoffs timeline: reported rounds, 2023 to 2026

WARN filings cover only part of Citi's US workforce changes. Headcount shows the net change globally, including hiring, departures and divestitures; neither measure is a complete count of people laid off.
Reported rounds, amended notices and net headcount changes overlap. Adding the timeline's figures would overstate the number laid off.

Citi layoffs in Tampa, O'Fallon and Florence: what WARN can show
A missing record cannot establish whether a layoff happened or why no filing appears. WARN coverage depends on the employer, site, type of employment loss and timing.
| Rule | Who it covers | What triggers notice | Notice period |
|---|---|---|---|
| Federal WARN Act (US DOL guide) | Generally 100+ employees excluding part-time workers, or 100+ working a combined 4,000 hours weekly excluding overtime | In 30 days at one site: a closing with 50+ qualifying losses, or a mass layoff with 500+, or 50 to 499 and at least 33% of qualifying staff | 60 days |
| New York WARN (NY DOL) | Private employers with 50+ full-time employees in New York | Closings affecting 25+; mass layoffs of 250+ full-time workers, or 25+ and at least 33% of the site | 90 days |
| New Jersey WARN (NJDOL statute) | Covered employers with 100+ employees, including part-time; establishments operating more than three years | 50+ covered terminations in 30 days, with New Jersey facilities counted together | 90 days |
WARN coverage and severance rights depend on the facts. Have an employment lawyer review a short notice period, a disputed pay calculation or a release before deciding whether the package meets legal requirements.
WARN totals include planned separations. Missing notices do not establish that no layoff occurred, and tracker searches cannot establish nationwide coverage.
Notices give you sites and dates. For the size of the whole program, you need the headcount.
Citigroup layoffs: headcount versus job cuts
Citi's headcount is falling, but that does not make every decline a layoff. Quarterly direct-staff figures measure the net workforce, including hiring and departures.
| Point in time | Citi headcount | Source |
|---|---|---|
| 2022 | 240,000 | Reuters, citing the CFO |
| Before the plan (January 2024) | About 239,000 | Reuters |
| End of September 2025 | About 227,000 | Citi Q2 2026 presentation |
| End of 2025 | About 226,000 | Citi Q2 2026 presentation |
| End of March 2026 | About 224,000 | Citi Q2 2026 presentation |
| End of June 2026 | About 219,000 | Citi Q2 2026 presentation |
| Plan end state | About 180,000, after the Banamex separation | Reuters |
Direct staff were about 20,000 below the starting point by June 2026, with a net decline of about 7,000 in the first half. Those differences cannot establish the number laid off or prove the program complete: hiring, voluntary departures and business exits also affect headcount.
How Banamex affects the 180,000 headcount goal
Banamex's roughly 40,000 employees were part of the original headcount calculation. A sale changes ownership, without necessarily eliminating those jobs.
The numbers say how many. The harder question is why these jobs.
Why Citi job cuts are continuing in 2026
Each phrase maps to a real driver:
- A flatter bank. Citi reorganized into five businesses in September 2023. By April 2024, over 98% operated on 8 layers excluding the CEO, after a 13-layer structure (eFinancialCareers).
- The regulatory fix winding down. Citi still employed 9,000 more people than before its 2020 consent orders, and its CFO said costs will fall as that work ends (eFinancialCareers). In July, CEO Jane Fraser said: "We are largely now operating at our Citi target state" (Banking Dive).
- Automation and AI. Fraser warned that technology would change roles and make some unnecessary (Fortune). eFinancialCareers reported that Citi had mapped more than 100 processes for automation.
- Location changes. eFinancialCareers reported hiring in Costa Rica. When Citi announced 3,500 China tech-role reductions in June 2025, it said some jobs would move to other tech centers (CNBC).
Citi's statements link cuts to technology and transformation progress. Reporting identifies US operations reductions alongside hiring in banking, wealth and offshore centers; reductions are not uniform across roles.
Citi severance and benefits: what is reported
The reported formula is a starting point for checking a package. It does not establish what every employee will receive.
- The latest reported formula. On July 22, 2026, eFinancialCareers reported two weeks of base pay per year of service, capped at 52 weeks, based on a 2026 separation pay plan it had seen. Citi declined to verify the figures. Eligibility and the terms of an individual package still require the actual plan and agreement.
- Historical context. A December 2, 2008 Workforce report described the same two-week formula for each full year, capped at 52 weeks. Extra weeks for employees with 10+ years of service ended for layoffs on or after January 15, 2009.
- The scale. First-half 2026 severance roughly matched the $800 million booked in all of 2025 (Reuters, Citi Q2 presentation).
- New Jersey: a statutory minimum. Since April 10, 2023, covered layoffs require one week of pay per full year of employment, plus four weeks if required notice is short. Pay uses the higher of the final regular rate and the average regular rate over the last three years. The employee receives the statutory severance or other employer severance, whichever is greater, rather than automatically adding the two (N.J.S.A. 34:21-2, NJDOL).
- Age 40 or older. For a waiver of age-discrimination claims in a covered group termination program, federal rules require at least 45 days to consider it, seven days to revoke after signing, and specified age and job-title disclosures for the relevant group. Individual termination waivers generally require at least 21 review days (EEOC).
Check the reported formula against the actual plan and agreement. New Jersey's statutory minimum does not automatically stack with other severance.
The written package determines the offer. Anonymous posts can surface questions to ask HR, but cannot establish benefits or future cut dates.
What Citi employees are saying (unverified)
Anonymous forum posts are self-reported experiences and opinions, not independently verified accounts. They cannot confirm a layoff count, severance entitlement or future round.

Use forum posts to identify questions for HR. Confirm dates and benefits through your written notice and agreement.
If you received a notice, your own documents are the next priority.
If you were affected by Citi layoffs: first steps
Start with deadlines and documents before making decisions about the package.
Step 01: Get every date in writing
Request the notification date, last working day, separation date and last day paid. New York and New Jersey generally require 90 days for covered layoffs. Ask HR to explain a shorter period or any pay provided instead of notice.
Step 02: Don't sign the release on day one
If you are 40 or older and asked to waive age-discrimination claims in a covered group termination program, check for at least 45 review days and seven revocation days. Have an employment lawyer review unclear terms before signing.
Step 03: Ask about internal roles and rehire status
Ask HR whether you can apply internally during your notice period and how your rehire eligibility will be recorded.
Step 04: Lock in health coverage and unemployment
Subject: Questions about my separation package Hi [HR contact name], Thank you for the information shared on [notification date]. Before I review the agreement, could you confirm in writing: 1. My separation date and the last day I will be paid. 2. How my severance was calculated (weeks and the pay used). 3. Whether I am eligible for a 2026 incentive award, in full or prorated. 4. What happens to any unvested deferred awards. 5. My health coverage end date and when the COBRA packet will arrive. 6. The deadline to sign the release and the revocation period. 7. Whether I can apply for internal roles before my separation date, and whether my record will show me as eligible for rehire. Thank you, [Your name] [Employee ID]
Resolve package questions in writing and start the job search during the notice period. Internal eligibility and rehire status need HR confirmation.
One question is left, and everyone still at Citi is asking it.
Will there be more Citi layoffs?
The New Jersey WARN list already schedules 59 separations for October 31. Beyond published filings, dates discussed on forums remain unconfirmed.
Citi's October 2 announcement scheduled Q3 results for October 13, 2026. That release is the next quarterly comparison with June 30; this October 9 review predates it.
Continued reductions are confirmed. The reviewed sources do not establish the size or timing of another company-wide round beyond published filings.
- 01Citi confirmed continued 2026 reductions. September reporting identifies Tampa, O'Fallon and Florence, without local counts.
- 02June headcount was about 219,000. Its net decline does not establish the number laid off.
- 03The NY and NJ records checked list 1,149 affected workers, including scheduled October 31 separations.
- 04The 180,000 staffing goal assumed a Banamex divestiture as well as 20,000 role reductions.
- 05The July 2026 severance formula is reported, not verified by Citi. Check the plan, agreement and applicable statutory minimum.
Is Citi laying off in October 2026?
A New Jersey WARN notice schedules 59 Citibank separations in Hudson County for October 31, 2026. Citi says global reductions continue, but has not published a complete October schedule as of this October 9 review.
How many employees has Citi laid off in 2026?
Citi has not disclosed a complete 2026 layoff total. Staff fell by about 7,000 net in the first half, while NY and NJ notices list 1,149 affected workers. Neither is a global count of completed layoffs.
Does Citi give severance?
Yes. July 2026 reporting describes two weeks of base pay per year, capped at 52 weeks; Citi declined to verify it. Your plan and agreement govern the offer. Covered New Jersey employees receive statutory or other employer severance, whichever is greater.
Will there be more Citi layoffs?
Citi confirmed continued 2026 reductions. New Jersey has an October 31 separation date on file. Beyond published filings, the reviewed sources do not establish another company-wide round's size or timing.
Is Citi laying off in Tampa?
Yes. eFinancialCareers' September 30, 2026 report identifies Tampa among affected operations sites, without local counts. No 2025 or 2026 Florida Citi entry was found in WARNTracker; Florida's state database was not checked directly.
