The calendar invite has no agenda. Fifteen minutes, a manager and someone from HR. At IBM this meeting has its own name: a resource action.
IBM rarely announces a layoff. No press release, no headcount, often no memo. Workers find out one invite at a time, and the internet fills the silence with numbers: 8,000 HR workers replaced by AI, 9,000 US jobs gone, a new round "next month."
Some of those numbers are real. Some are a reporter's arithmetic. One is a rumor that went viral.
If your job, your offer or your severance decision depends on telling them apart, guessing is not good enough.
IBM layoffs 2026: latest update (as of October 30, 2026)
IBM has not announced a layoff round in 2026. Its filings show the cutting never stopped.
What changed between October 9 and October 30:
- Third-quarter results, October 21: IBM's earnings release gave no headcount and announced no new action. On the earnings call, CFO Jim Kavanaugh credited "operational discipline and accelerated productivity initiatives" for higher margins.
- WARN: no new IBM notice in California's list, processed through October 28, 2026, or North Carolina's, with notices through October 23, 2026.
- No new round reported: no credible outlet reported a new IBM or Red Hat layoff round in the period.
No credible outlet has reported a numbered US round in 2026. The cuts that surfaced were abroad:
- Belgium: unions said in January that IBM Belgium would cut 57 jobs, over 10% of staff (Brussels Times).
- France: a 328-post voluntary departure plan was cancelled on April 27, citing market instability; plans in Belgium and Italy went ahead (Le Monde Informatique).
- Red Hat, China: in April, Red Hat appeared to end its China engineering team and move the work mainly to India. Chinese media put layoffs at 300 to 500; a memo reported by The Register says there is no net headcount reduction.
How many employees does IBM have?
IBM's annual report gives three workforce numbers. Only the first counts IBM employees in the usual sense.
| Year end | IBM and wholly owned subsidiaries | Less-than-wholly owned subsidiaries | Complementary workforce | Source |
|---|---|---|---|---|
| 2022 | 288,300 | 8,200 | 14,800 | 2022 Annual Report |
| 2023 | 282,200 | 8,700 | 14,400 | 2023 Annual Report |
| 2024 | 270,300 | 8,900 | 14,200 | 2024 Annual Report |
| 2025 | 264,300 | 8,700 | 13,800 | 2025 Annual Report |
The core number fell by 6,000 in 2025 and by 24,000 since the end of 2022. These are net figures: hiring offsets an unknown number of exits, so neither is a layoff count.
Some 2026 reports cite 286,800 IBM employees. That adds all three rows, including the complementary workforce, which IBM defines as an approximation of full-time equivalents in temporary, part-time and limited-term arrangements.
IBM's layoffs show up in its filings as money, not names: $439 million of workforce rebalancing charges in the first nine months of 2026 and a net decline of 6,000 employees in 2025. Neither figure is a layoff count.
The numbers say cuts continue. The harder question is which reported rounds actually happened.
On an H-1B or OPT?
If your employment at IBM is ending, request the actual employment end date and immigration documents from HR first. Review the I-94, approval notices and any salary-continuation or severance arrangement with immigration counsel; do not calculate from the date a payment reaches your bank.
IBM layoffs timeline: verified rounds, 2023 to 2026
IBM confirms percentages, almost never headcounts. That makes the vocabulary matter.
Newest first. Figures attributed to insiders or estimates are not IBM's.

| Jan 24, 2024 | IBM guides rebalancing "fairly consistent with 2023 levels" | Q1 2024 charge about $375M; full year $696M | Global | Q4 2023 remarks; 10-Q, Q1 2024 |
| May 1, 2023 | CEO says back-office hiring will be "suspended or slowed" | 30% of about 26,000 non-customer-facing roles replaceable by AI over five years | Global | Fortune (Bloomberg) |
| Apr 24, 2023 | Red Hat cuts general and administrative roles | Just under 4%, fewer than 800 people | Global | The Register |
| Jan 25, 2023 | Cuts tied to the Kyndryl spin-off and Watson Health sale | About 3,900 roles, 1.5% of staff, per CFO Jim Kavanaugh; about $300M charge expected | Global | Fortune (Bloomberg); IBM Q4 2022 remarks |
The only layoff headcount IBM has given since 2023 is about 3,900 roles in January 2023. Everything since is a percentage, a filing charge, a WARN count or an insider estimate.
So why does a company that says it is hiring keep paying to cut?
Why IBM is cutting: acquisitions, AI and workforce rebalancing
IBM's explanation is always the same two sentences. The filings fill in the rest.
IBM's workforce strategy is driven by having the right people with the right skills to do the work our clients need. We routinely review our workforce through this lens and at times rebalance accordingly.
Three drivers are on the record:
- Acquisitions. "Given the announcement of our intention to acquire Confluent, we accelerated productivity initiatives in the fourth quarter, to help mitigate 2026 dilution, similar to our playbook on HashiCorp," IBM's January 2026 remarks said. The deal closed in the first quarter of 2026 (10-Q). The 2023 cuts addressed what IBM called "remaining stranded costs" from portfolio actions, which its CFO tied to Kyndryl and Watson Health.
- AI in the back office. The CEO's exact words are below.
- Location. Sources told The Register in March 2025 that IBM was shifting employment "to India as much as possible." IBM did not respond.

IBM HR layoffs and AI: what the CEO actually said
IBM is often cited as proof that AI is eating white-collar jobs. Its executives were more specific:
- May 2023. Arvind Krishna told Bloomberg that non-customer-facing roles "amount to roughly 26,000 workers" and "I could easily see 30% of that getting replaced by AI and automation over a five-year period." Back-office hiring would be "suspended or slowed" (Fortune).
- May 2025. Krishna told The Wall Street Journal that AI had replaced hundreds of HR roles and "our total employment has actually gone up" (Entrepreneur).
- October 2025. A week before the Q4 cuts were confirmed, Krishna told CNN he expected to "hire more people out of college over the next 12 months than we have in the past few years" (Fortune).
| Claim you will see online | What the record shows |
|---|---|
| IBM laid off 8,000 HR employees for an AI chatbot | No credible source. It blends the 2023 projection (about 7,800 roles over five years, Bloomberg's arithmetic) with the hundreds of HR roles Krishna described in 2025. |
| IBM cut 9,000 US jobs | The Register's March 2025 estimate of workers at risk, not a confirmed count. Later posts repeated it as fact and moved it to 2026. |
| AI is the whole reason | IBM's executives also cite acquisition dilution (Confluent, HashiCorp) and stranded costs after divestitures (Kyndryl, Watson Health). |
AI is part of IBM's story, but the verified HR number is in the hundreds, not 8,000. The clearest driver in IBM's own words is cost: it accelerated cuts in Q4 2025 to offset dilution from the Confluent acquisition.
If IBM cut thousands, the state WARN lists should be full of IBM. They are not.
IBM WARN notices by state
Seven IBM site notices in four years. That is every IBM WARN filing found in the states checked, against reported cuts in the thousands.
| Notice / received | Site | Workers | Layoff date | State source |
|---|---|---|---|---|
| Nov 4, 2025 / Nov 4, 2025 | 555 Bailey Avenue, San Jose, CA | 75 | Printed as Jan 5, 2025, before the notice date (apparently an error in the record) | California EDD, 2025-26 |
| Jul 2, 2025 / Jul 2, 2025 | Coppell, TX (Dallas County) | 59 | Aug 29, 2025 | Texas Workforce Commission data |

| Sep 17, 2024 / Sep 17, 2024 | 555 Bailey Avenue, San Jose, CA | 54 | Nov 18, 2024 | California EDD, 2024-25 |
| Apr 4, 2023 / Apr 19, 2023 | 425 Market Street, San Francisco, CA | 53 | Jun 5, 2023 | California EDD, 2022-23 |
| Apr 4, 2023 / Apr 12, 2023 | 600 Anton Boulevard, Costa Mesa, CA | 47 | Jun 5, 2023 | California EDD, 2022-23 |
By notice year: 100 jobs in 2023, 112 in 2024, 206 in 2025, none found in 2026. That is 418 scheduled job losses and no site closures. Notices landed in the same weeks as three reported rounds: September 2024, March 2025 and November 2025.
- Only the rows above found: California (July 2022 to October 2026), North Carolina (2023 to October 2026), Texas (2023 to June 23, 2026).
- Nothing found, 2023 to 2026: New York, New Jersey, Colorado, Massachusetts, Minnesota, Illinois, Ohio, Iowa; Michigan for 2025 to 2026. No Red Hat notice appeared anywhere, including North Carolina, home to its Raleigh headquarters.
- Not checked: Washington, Georgia, Florida, Missouri (sites unreachable), Michigan before 2025, Texas after June 23, 2026.
IBM's WARN footprint is tiny next to its reported cuts: seven site notices and 418 jobs from 2023 to 2025. A WARN entry confirms a round at a specific site; its absence never proves there was none.
WARN tells you whether notice was owed. It says nothing about what IBM pays on the way out.
IBM severance: what is public and what is not
| Term | What the record shows | Source |
|---|---|---|
| Amount, 2016 | A maximum of one month's pay, "much less than the amount offered in previous rounds"; one documented March 2016 package added three months of continued health and life insurance | The Register; HR Dive |
| November 2025 round | 30 days to find another IBM position "or they will be let go, with a few months of severance pay" | The Register |
| Release and arbitration | Separation agreements signed "in exchange for severance payments," sending age claims to private, confidential arbitration | 2nd Circuit opinion, 2023 |
| Age lists | Until 2014, IBM gave laid-off workers lists of the ages of those cut and kept; then it stopped | ProPublica |
IBM's agreements have set their own deadlines for age claims, and courts have split on them. In 2023 the 2nd Circuit left in place the dismissal of late claims by 26 former employees; in September 2025 a Massachusetts federal court ruled IBM's 300-day deadline could not shorten the federal age law's limitations period. Note every deadline in your agreement.
General information, not legal advice. If you are 40 or older, or the agreement includes an arbitration clause, have an employment lawyer review it before your deadline.
Subject: Request for written separation details Hi [HR contact name], Thank you for the meeting today. Please send me the following in writing: 1. Whether my separation is recorded as a resource action (job elimination) or for another reason 2. My last day of employment, my last day of pay, and the end date of my internal job search period 3. My severance amount, how it was calculated, and the deadline to sign the separation agreement 4. A complete copy of the separation agreement, including any arbitration agreement and its filing deadlines 5. If this is a group program, the decisional unit and the job titles and ages of employees selected and not selected 6. The end date of my medical, dental and vision coverage, and when my COBRA notice will arrive 7. Whether my work site is covered by a federal or state WARN notice 8. How unused vacation will be paid, and my eligibility for rehire Thank you, [Your name] [Employee serial number]
IBM severance is not a published formula but a release you sign. Reporting puts it between one month's pay and a few months, tied to an arbitration agreement whose deadlines matter as much as the amount.
For workers over 40, there is a longer history behind those agreements.
IBM age discrimination lawsuits: the background to every RA
IBM denies discriminating by age. Regulators and courts have spent years on the question anyway.
- 2018: ProPublica estimated IBM had eliminated "more than 20,000 American employees ages 40 and over" in five years, about 60% of its estimated US job cuts.
- 2020: an EEOC letter dated August 31 found reasonable cause to believe IBM discriminated by age; more than 85% of those targeted for layoff from 2013 to 2018 were older workers (ProPublica). IBM said it "makes decisions based on the needs of its business units, not age."
- 2018 to 2022: a collective age suit in Manhattan federal court, Rusis v. IBM, which excluded workers bound by arbitration (The Register), reached a tentative settlement in September 2022 with terms not disclosed (Law360).
- 2023 to 2024: the 2nd Circuit rejected a challenge by 26 former employees whose age claims were dismissed as late under IBM's arbitration deadline, and kept the records confidential (opinion); the Supreme Court declined to hear an appeal (docket).
- May 2026: the federal court for the Southern District of New York ruled for IBM against two laid-off HR workers in their 60s (Bloomberg Law).
top-down messaging from (IBM's) highest ranks directing managers to engage in an aggressive approach to significantly reduce the headcount of older workers
- IBM told each of them in September 2024 that their position was being eliminated.
- An IBM vice president accidentally copied one of them on internal messages showing IBM was hiring younger employees for some of the eliminated positions.
- IBM planning documents specified new hires as "60% 'Early Professionals' and 40% 'Campus Hires,'" and IBM avoided the age disclosures federal law requires in a group layoff.
These are allegations, not findings, and HCAMag's coverage carried no IBM comment.
For IBM workers 40 and older, a resource action comes with a documented legal history: a 2020 EEOC reasonable-cause finding, years of confidential arbitration and new suits in 2026. None of it changes the deadline in your own agreement.
Court records are slow. Forums are fast, and far less reliable.
What IBM employees are saying (unverified)
IBM's silence pushes workers to anonymous boards. Read them as signals to check, not facts.
- RAs versus PIPs. A post in a thread on the RA process claims IBM has moved from resource actions toward performance plans. IBM's 2026 rebalancing charges show paid terminations continued. If you are on a plan, read how a PIP usually ends.
- Consulting. A June 2026 thread, Consulting RAs June 2026, discusses consulting cuts; replies include a law firm soliciting former employees. No credible outlet has reported a numbered consulting round.
- Severance and timing. Blind's severance posts mix years and countries and establish no formula. Posters often predict rounds in the first quarter, especially March; that is pattern-reading, not IBM guidance.
Use IBM forum threads to frame questions for HR, not to predict your package. The verified facts are in IBM's filings, state WARN lists and your own written agreement.
If the invite already came, the next ten days decide most of the outcome.
If you were laid off by IBM: your first 10 days
Step 01: Day 1: Get the RA terms in writing
Step 02: Days 1 to 3: Start the internal search now
The November 2025 notices reportedly gave 30 days to land another IBM role. Get your end date in writing, apply internally in the first week and run the external search in parallel.
Step 03: Days 1 to 7: Read the agreement before you sign
Check the amount, the release and any arbitration deadline. If you are 40 or older in a group layoff, ask for the decisional-unit disclosures and confirm the 45-day period.
Step 04: Day 2: Check your site for a WARN notice
Use the checklist above. If your site is covered and notice came late, ask HR how notice-period pay relates to severance.
Step 05: Day 3: Lock in health coverage and unemployment
Step 06: Days 5 to 10: Translate IBM into market language
Replace band levels and internal program names with scope a recruiter can read: team size, client industries, budget, and platforms such as Red Hat OpenShift, z/OS or watsonx.

- 01IBM announced no 2026 layoff round, but booked $439 million of workforce rebalancing charges from January to September, up from $377 million a year earlier.
- 02IBM's last confirmed action, in Q4 2025, affected a 'low single-digit percentage' of its workforce; its employee count fell from 270,300 to 264,300 during 2025.
- 03Only seven IBM WARN site notices (418 jobs) were found from 2023 to 2025, and none dated 2026 in the states checked.
- 04The '8,000 HR workers' and '9,000 US jobs' figures are not IBM numbers; Krishna described hundreds of HR roles replaced by AI.
- 05IBM publishes no severance formula; reporting ranges from one month's pay to a few months, tied to a release with an arbitration clause.
Is IBM laying off in October 2026?
IBM had not announced a new round as of October 30, 2026, and no IBM WARN notice dated 2026 appeared in the state lists checked. Its third-quarter filing shows $439 million of workforce rebalancing charges for January to September 2026, of which only $15 million fell in July to September.
How many employees has IBM laid off in 2026?
IBM has not disclosed a number. Its filings show $439 million in workforce rebalancing charges for January to September 2026, but no headcount. Reported 2026 cuts include 57 jobs at IBM Belgium, per unions, and a Red Hat China exit that local media put at 300 to 500 people.
How many people did IBM lay off in 2025?
IBM confirmed only that its Q4 2025 action would affect a 'low single-digit percentage' of its global workforce. Its employees in IBM and wholly owned subsidiaries fell from 270,300 to 264,300 during 2025, a net decline of 6,000 after hiring, and it booked $670 million in workforce rebalancing charges.
Does IBM give severance?
Yes, but IBM publishes no formula. Reporting puts packages between a maximum of one month's pay (The Register, 2016) and 'a few months' (insiders, November 2025). Payment has been tied to a separation agreement that sends age-discrimination claims to confidential arbitration.
Did IBM lay off 8,000 HR employees because of AI?
No credible source supports that figure. CEO Arvind Krishna told The Wall Street Journal in May 2025 that AI had replaced hundreds of HR roles while total employment rose. The 8,000 figure appears to blend that with a 2023 projection of about 7,800 back-office roles over five years.
Will there be more IBM layoffs?
IBM has not announced any. In January 2026 it guided first-quarter workforce rebalancing 'fairly consistent with the prior year,' and charges through September ran above 2025 levels, though the third quarter added only $15 million. IBM also says it is tripling entry-level hiring in 2026. Plans beyond that are not public.
How many employees does IBM have?
264,300 in IBM and its wholly owned subsidiaries at December 31, 2025, per IBM's 2025 annual report. Less-than-wholly owned subsidiaries added 8,700, and temporary, part-time and limited-term staff about 13,800 full-time equivalents.
Is Red Hat having layoffs?
Red Hat cut just under 4% of staff, fewer than 800 people, in April 2023. In April 2026 it appeared to end its China engineering team; Chinese media cited 300 to 500 layoffs, while a reported memo said there would be no net headcount reduction. No Red Hat WARN notice was found in the state lists checked.
